Charlotte Birchard was born Charlotte Tupper. She lived in Ottawa and was an early advocate for a National Day Care strategy. Several day cares are named in her honour in Ottawa. Her maternal grandparents were Robert F. Milne (Orange Order) and Jane Ann (Taylor) Milne. Both are buried in the Arnprior cemetery. Her parents were Lillian Milne and Henry Charles Louis Tupper. Henry worked for McLachlin lumber co. and later moved to British Columbia and then to Strathcona Ave. in Ottawa. He worked for the Canadian Lumberman's Association inspecting lumber camps in winter. He is mentioned in the book "Sky Pilot" by Ralph Connor. He was a descendant of Sir Charles Tupper.
